Cyprus offers one of the few residence routes in the European Union issued as permanent residence from the outset, subject to ongoing conditions. For American families looking for a stable EU base, an English-friendly environment and a clear investment threshold, the Cyprus Golden Visa — formally the permanent residence permit under Regulation 6(2) — is worth a close look. This guide explains what the program is, who it fits, the entry threshold and what it does not do.
Cyprus Golden Visa at a glance
- What it is: permanent residence in the Republic of Cyprus for non-EU investors and their families, issued under Regulation 6(2) of the Aliens and Immigration Regulations.
- Entry threshold: a qualifying investment from €300,000 (plus VAT where applicable), together with proof of a secured annual income from abroad.
- Family: spouse and dependent children can be included.
- Presence: no minimum stay; holders are generally expected to visit Cyprus at least once every two years (confirm the current rule with the Migration Department).
- Citizenship: the permit is residence, not citizenship. Cyprus closed its citizenship-by-investment program in 2020.
Full official criteria are published by the Cyprus Migration Department (Source: Gov.cy, Migration Department — Immigration Permits for Investors).
What the Cyprus Golden Visa is
The program grants an Immigration Permit — permanent residence — to third-country nationals who make a qualifying investment in Cyprus and can show stable income from outside the island. Unlike most European golden visas, which start with a temporary card renewed every few years, the Cyprus permit is issued as permanent residence and does not require periodic renewal, although holders must periodically show that the investment, income, health insurance and clean record are maintained; failure to do so can lead to revocation.
The current rules follow the revised criteria in force since May 2023, which tightened the investment categories and income checks. The short transitional window for applications under the earlier criteria has ended; new applications are examined under the current criteria.
Entry threshold: what it takes to qualify
The headline figure is a minimum investment of €300,000 (plus VAT where applicable). A common route is a newly built home bought directly from a development company; other qualifying categories include certain commercial property, shares in a Cyprus company with real operations, and units in a Cyprus investment fund.
Alongside the investment, applicants must show a secured annual income from abroad — for example pensions, dividends, rental income or salary from outside Cyprus — with higher amounts required for a spouse and each dependent child. Applicants also need a clean criminal record and health insurance.
Exact amounts, the list of qualifying investments and the documents required change from time to time, so current criteria should be confirmed against the Migration Department’s published policy before any funds are committed.
Who the Cyprus Golden Visa fits
The program tends to suit three American profiles:
- Families who want a permanent EU foothold without moving now. Permanent residence with a light presence requirement keeps the option open.
- Retirees and remote earners who value a warm climate, English widely spoken in business and government, and a legal system rooted in English common law.
- Investors who prefer a clear, single entry point rather than the tiered regional thresholds now used in Greece.
It is a weaker fit if your main goal is a second passport in the near term, or if you need the freedom to live and work anywhere in the EU — residence in Cyprus does not, by itself, give the right to settle in other member states.
What the permit does — and does not — do
- It does give you and your family the right to live in Cyprus permanently, and a Cyprus residence permit.
- It does not give the right to work as an employee in Cyprus; working requires separate authorization.
- It does not lead directly to citizenship. Cypriot citizenship is available only through ordinary naturalization after years of genuine physical residence, language and integration requirements — not through investment.
- It does not change your US tax position on its own (see below).
Taxes: what Americans should know
The United States taxes its citizens on worldwide income wherever they live, so a Cyprus residence permit does not reduce your US tax bill by itself. Cyprus tax residence is a separate question: it depends on where you actually spend your time and where your life is centered. Cyprus offers a “non-domiciled” regime that can exempt certain passive income from local defence contributions for people who become Cyprus tax resident, but how that interacts with US rules — and with foreign tax credits — needs individual advice. This is general information, not tax advice. We explain the general framework in Tax Residency vs Citizenship for US Investors; for your own situation, work with a cross-border tax professional.
How the process works
- Program fit and budget check. Confirm Cyprus is the right route compared with other EU options.
- Choosing the investment. Select a qualifying property or other qualifying asset; due diligence on the developer and title.
- Payment and documents. Funds are transferred from abroad; income evidence, police certificates and health insurance are prepared.
- Application. An independent licensed lawyer in Cyprus typically files the application with the Migration Department.
- Decision and permit. Processing times vary and are set by the Migration Department; once approved, family members receive their permits and biometrics are taken in Cyprus.
Cyprus vs Greece and Portugal
Cyprus stands out for its single, clear entry threshold and permanent status from the outset. Greece’s golden visa now uses higher regional thresholds and a renewable five-year permit; Portugal’s program centers on fund investments and is a longer road to citizenship after the 2026 nationality law.
